Zone No. 3-         Beginning at the Victoria-Goliad County line on U.S. Highway 59, thence east along U.S. Highway 59 then north along Coletoville Road South, then east FM 1685, then South along FM 1685 to a point where the Guadalupe River intersects U.S. Highway59 in the City of Victoria, thence south along the Guadalupe River to the confluence of the Guadalupe and San Antonio River to the Victoria-Goliad County line, thence north along the Victoria-Goliad County line to the point of beginning.
