Zone No. 4-         Beginning at the intersection of U.S. Highway87 and U.S. Highway 59 in the City of Victoria, thence south-east along U.S. Highway 87 to the intersection of U.S. Highway 87 and Farm Road 616 at Placedo, Texas, thence east along Farm Road 616 to the Victoria-Jackson County line, thence south along the Victoria-Jackson-Calhoun County lines, thence west along the Victoria-Calhoun County line to the Guadalupe River thence north along the Guadalupe River to U.S. Highway 59 to the point of beginning.
